This opening chapter establishes the conceptual ground for the entire diploma. We begin with the moral, legal and economic case for HSE in industrial workplaces. Learners then walk through how occupational-safety law is typically structured — duty holders, regulators and enforcement — and how national regulations and ministerial decrees govern workplace safety in any jurisdiction. The chapter maps these local instruments onto the ILO conventions and ISO standards used internationally, equipping the learner to translate between contexts. We close with the responsibilities of the HSE Officer role under civil and contractual law, and how the principles introduced here will be revisited in every subsequent chapter — from risk assessment in Chapter 2 through final audit in Chapter 15. Each section includes industry examples drawn from oil & gas, construction and manufacturing operations worldwide.
